Breaking Barriers: The Story of A Dalit Chief Secretary are the memoirs of Kaki Madhava Rao who joined the Indian Administrative Service in 1962 and retired as Chief Secretary of Andhra Pradesh.
This is the story of a son of a farm labourer who joins the elite civil services, who at one point while in service was described as the & “Naxalite” Collector because of his concern for the marginalized. He later became the highest ranking official in the state. Breaking Barriers is a detailed reflection of a career in the IAS from the 1960s to the 1990s.

Born in Pedamaddali village of Krishna district, Andhra Pradesh in 1939, K. Madhava Rao did his early schooling in a village school, and then studied at Hindu College, Masulipatnam, and his BA. (Hons) degree in Economics from Andhra University, and obtained a degree in Law from Osmania University.
Madhava Rao has a deep commitment to strive for the welfare of the underprivileged, the oppressed and the disadvantaged. A dynamic and multifaceted personality with a humanist world view, his convictions have been reinforced by his own life struggle and experience.
